(VNTB) – Dù tổng thể Nghị quyết đưa ra dù có tốt, thì thực tế triển khai vẫn đẹp về mặt báo cáo, trong khi thực chất, để hiện thực hóa ½ Nghị quyết là hoàn toàn rơi vào bất khả thi nếu như cơ chế vẫn giữ như cũ.

Vào ngày 27/9, Nghị quyết 52 của Bộ Chính trị ĐCSVN do ông Nguyễn Phú Trọng ký ban hành đề cập đến ‘Một số chủ trương, chính sách chủ động tham gia cuộc cách mạng công nghiệp lần thứ tư (4.0)’.

Câu chuyện ra Nghị quyết và năng lực thực hiện Nghị quyết là hai chuyện hoàn toàn khác nhau, mặc dù bản chất Nghị quyết của Bộ Chính trị mang tính chất điều hướng, chỉ đạo và huy động toàn lực hệ thống chính trị các cấp, ban ngành vào cuộc.

Cách đây không lâu, trong một Nghị quyết Trung ương 3 (khóa IX), và Chỉ thị số 45 của Bộ Chính trị trong đổi mới doanh nghiệp gắn với kiện toàn, nâng cao chất lượng đội ngũ, phát triển nguồn nhân lực.

Vinashin được xem xét là một hình mẫu tối ưu trong thực hiện hạng mục này. Tuy nhiên, dù Vinashin ra ‘nhiều nghị quyết về quy hoạch, bồi dưỡng đội ngũ lãnh đạo, công nhân lành nghề’ bằng cách đưa đi đào tạo, bồi dưỡng ở các nước có ngành công nghiệp tàu thủy phát triển như Hàn, Trung, Nhật. Hay thậm chí là đầu tư nâng cấp các cơ sở đào tạo, bồi dưỡng của ngành ; nghiên cứu, chủ động tìm kiếm mở rộng thị trường; chú trọng công tác xây dựng đảng thông qua làm tốt công tác chính trị, nâng cao trình độ lý luận,… Nhưng kết quả cho thấy, Vinashin vẫn là tượng đài lớn về chính sách ‘tập đoàn kinh tế thua lỗ’, làm thâm hụt nghiêm trọng về tài chính và mất mốn nhà nước. Đến tận tháng 5/2018, theo báo chí chính thống báo cáo, thì Vinashin vẫn không lối ra, và mỗi năm vẫn lỗ đều ở mức 5.000 – 7.000 tỷ đồng. Xác lập thành công mô hình ‘tội đồ’ tàn phá nền kinh tế, trong ‘hố đen nợ nần’.

Điều đó cho thấy rằng, mặc dù tổng thể Nghị quyết đưa ra dù có tốt, thì thực tế triển khai vẫn đẹp về mặt báo cáo, trong khi thực chất, để hiện thức hóa ½ Nghị quyết là hoàn toàn rơi vào bất khả thi nếu như cơ chế vẫn giữ như cũ.

Cách mạng 4.0 được tuyên truyền rầm rộ vào năm 2018 – 2019, và hiện nay được xem xét như một mục tiêu mang tính dài hạn thay thế chương trình ‘cơ bản thành nước công nghiệp hóa, hiện đại hóa vào năm 2020’.

Tuy nhiên, như nhiều bài viết phản biện đã mô tả, nền kinh tế – xã hội Việt Nam vẫn ở ngưỡng của cuộc cách mạng thứ hai diễn ra vào đầu thế kỷ 20 (năng lượng điện), chưa tiệm cận đến cuộc cách mạng công nghiệp lần thứ ba (gắn với máy móc tự động dựa vào máy tính, thiết bị điện tử). Bản chất của nền lao động Việt Nam đến nay vẫn là nền nhân công giá rẻ và số đông. Nếu xét trên hệ thống tiếp cận về cuộc cách mạng 4.0, thì Việt Nam đang thực sự ‘đi tắt đón đầu’, một quan điểm phát triển của những nhà cách mạng Bolshevik.

Tạp chí Đảng Cộng sản, đã đăng tải bài viết vào ngày 24/1/2019 với tiêu đề, “Giải pháp nào ‘đi tắt, đón đầu’ trong Cách mạng công nghiệp 4.0?’. Và trong 5 giải pháp được đưa ra, thì tại giải pháp thứ 5 có đề cập đến, ‘nỗ lực đổi mới mô hình tăng trưởng dựa trên nhân tố khoa học – công nghệ và nguồn nhân lực chất lượng cao “hướng tới nền kinh tế tri thức”, nhất là đổi mới để thành quốc gia sáng tạo’.

Làm sao để tiệm cận được 4.0 khi mà một chiếc oto được làm ra, Việt Nam phải nhập 80% linh phụ kiện. Hay nói cách khác, tính gia công là đặc tính lớn của nền sản xuất ở Việt Nam, một mô hình kiểu ‘công xưởng’ mà Trung Quốc từng tiến hành trong giai đoạn 2000.

Nhưng quan trọng hơn, làm thế nào để hướng tới nền kinh tế tri thức và trở thành một quốc gia sáng tạo nhằm đi tắt đón đầu cách mạng 4.0 khi cơ chế hiện tại của Việt Nam vẫn là một cơ chế quyền hành, chỉ đạo và thực hiện bằng mệnh lệnh, và chỉ đạo nền kinh tế – định hướng kinh tế bằng Nghị quyết?

Ngay cả về mặt lập pháp, được cho là một phần trong nhóm chủ trương, chinhs ách chủ động để tiến tới ‘đi tắt đón đầu’, thì tình cảnh còn rơi vào trạng thái ảm đạm. Và mới đây nhất, trong Diễn đàn cải cách và phát triển Việt Nam 2019 vào ngày 19/9/2019 ở Hà Nội, TS Nguyễn Sĩ Dũng bày tỏ, ‘Việt Nam như con nhộng mới lột một nửa, nửa pháp quyền, nửa Xô viết.’ Chưa kể đến, so với thông lệ quốc tế, thì thể chế kinh tế thị trường vẫn chưa đồng bộ, đầy đủ để bảo đảm thị trường vận hành thông suốt, chưa thực sự đáp ứng yêu cầu thúc đẩy nền kinh tế thị trường hiện đại và hội nhập, theo như quan điểm của ông Cao Viết Sinh, nguyên Thứ trưởng Bộ Kế hoạch – Đầu tư. Đó cũng là lý do vì sao, cho đến nay, EU và Mỹ – hai đối tác thương mại lớn và có tầm quan trọng trong chuyển đổi nền kinh tế của Việt Nam vẫn chưa công nhận ‘nền kinh tế thị trường đầy đủ’.

Quay trở lại Nghị quyết 52, trong nội dung có đề cập đến ‘Hoàn thiện chính sách đặt hàng sản xuất và mua sắm công đối với các sản phẩm công nghệ số do Việt Nam sản xuất.’

Quan điểm mua sắm công với các sản phẩm nội địa nhằm tối ưu hóa và khuyến khích hóa sản phẩm trong nước là điều đáng hoan nghênh. Tuy nhiên, liệu chăng chính sách đặt hàng sản xuất và mua sắm công này sẽ bị lạm dụng? Nhất trong bối cảnh mà các yếu tố đặt thầu trong mua sắm công luôn gắn liền với không ít ‘sân sau’ của đội ngũ chính trị gia, và dường như cơ hội trúng thầu ở những doanh nghiệp ít quan hệ sâu sắc với nhóm quan chức là vô cùng hiếm hoi.

Câu chuyện Nhật Cường sofware (thuộc Nhật Cường mobile) là một trong những minh chứng rõ nét, khi doanh nghiệp chỉ mới có tuổi đời 3 năm nhưng lại trúng thầu (thực ra là chỉ định thầu) hàng loạt các dự án lớn về công nghệ của chính quyền Hà Nội từ phần mềm lưu trú, giải pháp dịch vụ công liên thông 3 cấp. Và báo Thanh Niên ngày 9/5/2019 cũng đã gọi đây là ‘ông trùm các dự án công trực tuyến của Hà Nội’.

Tương tự là những sản phẩm từ Bkav cho hàng loạt cơ quan nhà nước ở cấp trung ương và địa phương, mặc dù chất lượng bị đánh giá là không tương xứng, một trong số đó là phần mềm chống virus Bkav.

Và mới đây, Tập đoàn Vingroup cho ra mắt Vintech với nhiều công ty công nghệ vào năm 2018, với sứ mệnh đề ra, trong đó có ‘Tạo ra các sản phẩm sáng tạo thông qua các công ty phần mềm’ khiến không ít người liên tưởng đến sự ưu đãi sẵn có mà tập đoàn này sẽ hưởng thụ từ Nghị quyết 52. Một cách biến ‘chuyện tài sản công trở thành tài sản của Vingroup’ như cách nhìn nhận của Đặng Hoàng Giang với Financial Times , hay nghi ngờ về ‘chính sách công thành tài sản riêng’ của doanh nghiệp như Vingroup hoặc một dạng như Vingroup.
